OCD won.

Removes unused SASS plugin from the NetCord template build, adds error handling to the build process, and updates docfx.json with new resource files, xref service, and template parameters. Adds markdownlint configuration for guides and updates dependencies, including Bootstrap to 5.3.8. Introduces new TypeScript and CSS files for NetCord template source.

CSS is now all precompiled, cleaning up old files.

To be replaced with overview.md

(index.md) Index.html would be better for SEO purposes since you could just use the folder path name and you'd get the index page.
